andry b548474cd5 chore: fix root changelog and update README

The old CHANGELOG_v2.md was a documentation-update log, not a firmware
changelog: moved it to documentation/reference/CHANGELOG_docsv2.md and
created a real CHANGELOG.md. Updated the root README: 16 build targets,
CAN/sprinkler/multivent/rotary highlights, new documentation links and the
developer site.

Sprinkler (CH 23): DRY mode now overrides ON; DRY mode survives restart (persisted in config); status topics published on controller start and on ON/OFF mode change
